1/ WHO WE ARE
Created in 1994 in Geneva by 17 States together with the EC and
with UNHCR support to address the specific challenges of the
reconstruction of Bosnia-Herzegovina following the conflict in the Western Balkans,
IMG is a non-for-profit international organisation which finances its activities
through its Member States contributions and public aid budgets.
IMG is governed by a Standing Committee composed by representatives of its Member
States while the management of the organisation is entrusted to a General Director
who heads the International Organisation Administration.
IMG has during the past 20 years progressively developed the geographical
coverage and scope of its interventions with the support of its Member
States and of the International Donor Community.
Today, IMG operates worldwide on a large variety of projects covering notably
extensive fields of competence in public infrastructure, institutions and capacity
building, the rule-of-law, justice and security sectors.
Its long experience in managing projects in difficult conditions and
unstable environment also enables IMG to operate skillfully in crisis
and conflict zones as well as to manage reconstruction, post crisis and rehabilitation.
2/ STATUS AND GOVERNANCE
IMG is regulated by a Statute adopted in 1995 and modified in 2012.
Under its Statute, IMG enjoys all the powers and capacities needed to operate as a
fully independent and sovereign international organisation in order to fulfill its
mission and objectives.
In particular, IMG has a full legal personality and capacity, may contract with
private and public legal persons, sign Head office Agreements and international
conventions with Sovereign States, other International Organisations or Entities,
act in Justice, hire international staff and manage specific budgets and resources.
The Governing Body of IMG is a Standing Committee composed by representatives of
its Member States who meet twice a year. The Standing Committee approves the Budget
and accounts of the organization, nominates its President and the General Director
of the Administration and examines the various questions and decisions which are
submitted to it by the Administration.
3/ ORGANISATION
The Administration /Secretariat of the Organisation is composed by international
and local staff.
IMG has an operational Head Office in Belgrade and an administrative Head Office
in Sarajevo as well as a permanent Representative Office in Brussels.
IMG may also open operational local offices in the countries where it manages
projects and programs.
The General Manager of IMG is fully responsible of all the decisions, activities
and operations of the Organisation.
4/ FIELDS OF ACTIVITIES AND INTERVENTIONS
Since its inception, IMG has succeeded in developing a series of often contrasting
characteristics which make it a unique organisation:
• As an international organisation
IMG is by its very nature a not-for-profit public
entity and therefore offering good value for money;
• IMG meets the most demanding
ethical standards in terms of transparency,
donor visibility, good governance and rigourous financial management;
• Its dynamism and
responsiveness are comparable to those of the best public and private
operators: they have enabled it to respond to the demands of its funders
while taking advantage of each of its actions to extend its know-how and enlarge
its scope of activity;
• Although it is a
small organisation, with a limited number of permanent staff and low operating
costs, IMG is backed by privileged network which enable it to be aware
of best practices in numerous sectors and above all to be able to rapidly engage
the expertise required for a given project. IMG is thus able to offer project
beneficiaries peer-to-peer co-operation,
providing them with access to practitioners
(public officials of the EU Member States) allowing the transfer of know-how
according to best European practices.
• Lastly, IMG combines
an essentially generalist approach with solid expertise in the field,
which enables it
- to cover the entire cycle of the programmes or projects which are entrusted to
it (identification, formulation, implementation and evaluation);
- and to work in close co-operation and harmony
with the national and territorial authorities of the countries concerned,
while benefiting from high-quality local technical support.
Currently, IMG’s portfolio consists of both
technical and development projects, for a total value of 21 million EUR,
financed by Norway, Sweden, Swiss and the European Union in the Balkans and Middle
East.
